The Institution of Civil Engineers (ICE) was established in 1818. It is the eldest professional engineering organization in the world, with a history of nearly 200 years. It is still a non-profit industry-academic organization and the world's largest independent organization representing individual civil engineers. At present, the membership is in more than 100 countries, with more than 80,000 people.  ICE is also the only academic institution in the international civil engineering industry that has the dual functions of academic exchange and professional qualification certification. The ICE International Practice Qualification Certificate issued by ICE is the only internationally recognized certificate in the field of civil engineering.

In 2005, as part of the Year of Elite Technology, the British Consulate General in Shanghai donated £20,000 to Zhejiang University to buy online scientific journals published by British publishing houses.  Nature, as the world's first international science and technology journal, has consistently reported and commented on the most important breakthroughs in global technology since its inception in 1869. The National Science and Technology Library, or NSTL, has been providing access to Nature weekly data from 1869 to 1986 for users of national institutions since 2009. The library has supplemented its order of backtracked data for Nature Weekly 1987-1996.
